West Africa Climate and Health Science and Policy Consortium
Background
Climate change poses an escalating threat to West Africa due to high exposure to climate hazards, low adaptive capacity, and fragile health systems. Intensifying climate-related health risks are compounding existing inequities, straining public health systems, undermining food security and disrupting livelihoods, with GDP losses projected to rise significantly across the region. West Africa’s resilience to these complex multi-faceted challenges requires transdisciplinary collaboration among climate scientists, public health, policy makers, and development partners.
The Western Africa Climate and Health Science and Policy Consortium based in Ghana adopts a regional approach that brings together experts in climate science and financing, policy and practice, inclusivity, and negotiators to generate evidence that is readily translated into tangible policies and actions to benefit West Africa’s health and livelihoods.
For an effective collaboration and coordination towards a transformational change, the West Africa Climate and Health Science and Policy Consortium seeks to recruit to fill the underlisted vacancies to support the Consortium Leadership in the successful and impactful implementation of Consortium activities.

Details of Available Vacancies
1. Position: Project Manager
Duration: The appointment is for two (2) years and is renewable subject to satisfactory performance.
Educational Qualification
Applicants must have a minimum of a Master’s degree in either Climate Science; Environmental Science; Public Health; Environmental Health or Project Management from a recognized institution.
Applicants with interdisciplinary training such as Climate Science and Public Health; Public Health and Policy; and Project Management Certification from credible institutions, in addition to the minimum educational qualification, will be preferred.
Work/Professional Experience
Applicants with at least five years hands on management of multi-partner, multidisciplinary projects, experience in managing climate resilience projects, and/or managing transformational research-policy consortia will be highly desirable.
Other Technical and Personal Competencies
Candidate should demonstrate working knowledge in multi-institutional governance structures, climate health (air quality, heat, vector-bone diseases), climate risk and vulnerability frameworks, results-based management, risk management, research ethics, partnership agreements, grant management and expenditure tracking, monitoring and evaluation, systems thinking, diplomacy and neutrality, organisational discipline, excellent report writing skills, technology literacy, and translation of research into policy actions.
Duty Station: The Project Manager will be based at the Kwame Nkrumah University of Science and Technology, Kumasi but will make occasional travels to other project sites in Senegal and other parts of Ghana.
Reporting Line: The Project Manager will report directly to the Consortium Director and work closely with Partner Leads, Work Package Leads, Consortium Finance Officer, Monitoring and Evaluation Officers, and Development Partners.
Key Responsibilities
The Project Manager will be responsible for the following, and any other duties as assigned by the Consortium Director:
- Consortium Management and Coordination,
- Project Planning and Management,
- Financial and Administrative Oversight,
- Monitoring and Evaluation Oversight,
- Stakeholder Engagement and Partnerships,
- Documentation and Reporting,
- Knowledge Translation and Communication
2. Position: Project Finance Manager
Duration: The appointment is for two (2) years and is renewable subject to satisfactory performance.
Educational Qualification
Applicants must:
- have a minimum of a Master’s degree in either Finance, Accounting, Development Finance, Public Financial Management, or Project Management (with emphasis on Finance), and
- be a member of a Professional Accounting body, that is, ACCA, CPA, ICAG and/or CIMA
Professional Experience
Applicants must have a minimum 4-5 years of experience in financial management of multi-partner multidisciplinary projects with strong competencies in budgeting and financial analysis, financial monitoring, financial risk management, procurement procedures, expenditure tracking and sub-grant management.
Experience in managing donor-funded projects within universities, research institutions, Non-Governmental Organisations and/or development programmes and capable of understanding financial regulations and compliance procedures of donors are highly desirable.
Other Technical and Personal Competencies
Candidates should demonstrate proficiency in accounting software (e.g., Sage or SAP), Microsoft Office packages (especially Advanced Microsoft Excel), and electronic grant management systems. Demonstration of the following personal skills will be an advantage:

Duty Station: The Project Finance Manager will be based at Kwame Nkrumah University of Science and Technology, Kumasi, with occasional interactions with partner institutions and project teams in Senegal and Ghana.
Reporting Line: The Project Finance Manager will report directly to the College Finance Officer and Consortium Director and work closely with Institutional / Partner Finance Office.
Key Responsibilities
The Finance Officer will be responsible for the following:
- Financial Planning and Budget Management
- Financial Reporting
- Grant and Donor Compliance
- Payment Processing and Financial Transactions
- Procurement and Asset Management
- Financial Monitoring and Internal Controls
- Audit Support
- Partner Financial Coordination
3. Position: Monitoring and Evaluation (M&E) Officer
Duration: The appointment is for two (2) years and is renewable subject to satisfactory performance.
Educational Qualifications
Applicants must have a minimum of a Master’s degree in either Monitoring and Evaluation; Public Health (Epidemiology / Biostatistics); Health Policy/Health Systems; Development Studies; Environmental Health / Climate Science or Data Science.
Professional Experience
Applicants must have a minimum 4-5 years of experience in designing and managing M&E systems for complex programmes such as policy-oriented programmes or policy evaluation for climate change, environmental health and/or health systems.
Experience in managing monitoring and evaluation portfolios of donor-funded projects and/or multi-partner projects within universities, research institutions, NGO’s and/or development agencies is highly desirable.
Other Technical and Personal Competencies
Candidates should demonstrate:
- Expertise in Advanced Monitoring and Evaluation and Results-based Management (RBM) tools

- High capacity in policy analysis and systems thinking

Duty Station: The Monitoring and Evaluation (M&E) Officer will be based at Kwame Nkrumah University of Science and Technology, Kumasi, with occasional interactions with partner institutions and project teams in Senegal and Ghana.
Reporting Line: The Monitoring and Evaluation Officer will report directly to the Consortium Director and work closely with the Finance Office, Work Package Leads, Project Manager, Administrative Assistant, and Government/Consortium partners and implementing institutions in Ghana and Senegal.
Key Responsibilities
The Monitoring and Evaluation Officer will be responsible for the following, and any other duties assigned by the Consortium Director:
- Monitoring, Evaluation and Learning (MEL) System Design
- Monitoring and Performance Tracking
- Policy Influence Tracking
- Data Analysis and Knowledge Translation
- Design and Conduct Evaluation
- Learning and Adaptive Management
- Support Capacity Strengthening Activities
4. Position: Information Technology (IT) Specialist
Duration: The appointment is for two (2) years and is renewable subject to satisfactory performance.
Educational Qualification
Applicants must have a minimum of a Bachelor’s degree in either Information Technology, Information Systems, Computer Science, Software Engineering or related fields. A Master’s degree in any of the relevant areas will be an advantage.
Professional Experience
Applicants must have 4 - 5 years’ experience in IT systems administration and integration, Networks, Databases and Cloud systems architecture and administration. Experience in working as IT specialist in donor-funded projects and/or multi-partner projects within universities, research institutions, NGO’s and/or development agencies is highly desirable.

Duty Station: The Information Technology Specialist will be based at Kwame Nkrumah University of Science and Technology, Kumasi, with support to partner institutions and project teams in Senegal and Ghana.
Reporting Line: The Information Technology Specialist will report directly to the Project Manager and work closely with Consortium Director and provide support to the Finance Officer, Work Package Leads, Research Scientists, Monitoring and Evaluation Officer and Consortium partners and implementing institutions in Ghana and Senegal.
Key Responsibilities
The IT specialist will be responsible for designing, managing and supporting the Consortium’s information technology infrastructure, cybersecurity, research data platforms, and any other duties as assigned by the Project Manager / Consortium Director:
This will include but not limited to:
- Manage servers, storage, and network systems
- Ensure system uptime and reliability
- Manage backup and disaster recovery systems
- Maintain LAN/WAN infrastructure
- Configure VPN and secure access systems
- Support internet and connectivity services
- Implement cybersecurity controls
- Manage user authentication and access rights
- Conduct vulnerability checks and incident response
- Support research databases and repositories
- Manage cloud-based storage and access
- Support secure data sharing across partners
- Support systems such Microsoft 365, Teams, SharePoint, and Zoom
- Provide technical support to consortium staff, troubleshoot hardware/software, and support digital meetings and hybrid events
- Train staff on cybersecurity, data management and digital tools
- Support procurement of appropriate IT equipment and software
5. Position: Project Administrative Assistant
Duration: The appointment is for two (2) years and is renewable subject to satisfactory performance.
Educational Qualifications
Applicants must have a minimum of Diploma or Bachelor's degree in either Administration, Public Administration, Business Administration, Office Management, Management Studies or Social Sciences (with administrative experience).
Professional training in Project administration, Records management, Research administration and/or Project coordination in addition to any of the minimum educational qualification will be highly preferred.
Professional Experience
Applicants must have a minimum of 3-4 years of experience in administrative position of multi-partner multidisciplinary projects. Experience in supporting research projects, development programs or donor-funded initiatives within universities, research institutions, NGO’s and/or development programs is an advantage and highly desirable.
Key Technical and Personal Competencies
Candidates should demonstrate:
- Excellent organizational and time-management skills
- Strong written and verbal communication skills
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook)
- Ability to manage documentation and records effectively
- Attention to detail and ability to work with minimal supervision
- Strong interpersonal skills and ability to work in a multidisciplinary team
- High level of integrity and professional ethics
Duty Station: The Administrative Assistant will be based at Kwame Nkrumah University of Science and Technology, Kumasi, with occasional interactions with partner institutions and project teams in Senegal and Ghana.
Reporting Line: The Administrative Assistant will report directly to the Project Manager and work closely with Consortium Director, Finance Officer, Work Package Leads, Monitoring and Evaluation Officer and Consortium partners and implementing institutions in Ghana and Senegal.
Key Responsibilities
The Administrative Assistant will be responsible for the following, and any other duties as directed by the Project Manager / Consortium Director:
- Administrative support for consortium activities
- Meeting and event coordination
- Documentation and records management
- Logistics and travel support
- Communication support
- Administrative support to Finance and Project Management
6. Position: Project Accounting Assistant
Duration: The appointment is for two (2) years and is renewable subject to satisfactory performance.
Educational Qualifications
Applicants must have a diploma or bachelor's degree in either Accounting, Finance, Financial Management, Economics or Business Administration (Accounting/Finance option).
Individuals with at least one (or progress toward) Professional Accounting Certification (ACCA, CPA, ICAG and/or CIMA) are highly desirable:
Professional Experience
Applicants must have a minimum of 1-3 years’ experience in financial reporting and/or accounting systems of multi-partner multidisciplinary projects.
Experience of working in donor-funded projects within universities, research institutions, NGO’s and/or development programs is highly desirable.
Other Technical and Personal Competencies
Candidates should demonstrate:
- Knowledge of accounting principles
- Proficiency in accounting software and Microsoft Office packages
- Understanding of grant compliance and financial reporting
- High level of accuracy and attention to detail
- Strong organizational and time management skills

Duty Station: The Accounting Assistant will be based at Kwame Nkrumah University of Science and Technology, Kumasi, with occasional interactions with partner institutions and project teams in Senegal and Ghana.
Reporting Line: The Accounting Assistant will report directly to the Project Finance Manager and work closely with Institutional Finance Office, Work Package Leads, Project Manager, Project Administrative Assistant, Monitoring, Evaluation and Learning Officer, Procurement and Administrative Units, Consortium partners and implementing institutions in Ghana and Senegal.
Key Responsibilities
The Accounting Assistant will be responsible for the following, and any other duties as assigned by the Consortium Director/Project Manager/Project Accountant.
