Appointment of Director of Monitoring, Evaluation, Research and Learning (MERL) – Centre for Applied Research Innovation in Supply Chain-Africa (CARISCA), KNUST
The Centre for Applied Research Innovation in Supply Chain-Africa (CARISCA) is an interdisciplinary Centre of Excellence established at the KNUST to conduct applied research, educational programs, and professional development and training courses in Health and Agricultural Supply Chains. CARISCA is the premier BRIDGE-TRAIN Programme of the United States Agency for International Development (USAID) in sub-Saharan Africa dealing with supply chain innovation activities in the Health and Agriculture sectors. The Centre has a vacancy for a DIRECTOR OF MONITORING, EVALUATION, RESEARCH AND LEARNING (MERL) to be based in its secretariat at the KNUST School of Business, KNUST.
Applications are invited from suitably qualified persons for appointment as a DIRECTOR OF MONITORING, EVALUATION, RESEARCH AND LEARNING (MERL) at 100% FTE within CARISCA, KNUST School of Business. This position is contingent on availability of grant funding. The present grant end date is June 3, 2025.
QUALIFICATION AND EXPERIENCE
- Master’s degree (or higher) in international affairs, economics, public administration, public policy, program evaluation, or a technical field related to the project as required.
- Minimum of four years of experience conducting and coordinating knowledge management and/or learning activities.
- Minimum of two years of experience of conducting and coordinating monitoring, evaluation, and data analysis efforts for projects. Required skills include data management and analysis and collecting and reporting performance metrics.
- Strong analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audience;
- Excellent report writing, analytical, and communication skills, including oral presentation skills. Fluency in English
- Mastery of the design and implementation of qualitative and quantitative data collection methodologies.
- Extensive database management and analysis experience.
- Computer skills, including MS Office, Google Workspace, and mobile/internet data collection software (Google Forms, or an equivalent such as Qualtrics, Survey Monkey, etc.).
- Experience supervising and mentoring staff.
- Must have demonstrated ability to work in complex environments, work across different cultures, and manage and coordinate with diverse staff to deliver impact within agreed timelines.
- An ideal candidate should have a strong understanding of international development research and supply chain management indicators, as well as fluency with at least one statistical software package (SPSS, Stata, R, etc.), but this is not required.
DUTIES AND RESPONSIBILITIES
The MERL Director will be responsible for coordinating and/or overseeing the performance monitoring and evaluation activities described below:
- Maintain, update, and implement the MERL plan, which includes establishing performance metrics for the project; overseeing data collection for performance metrics; presenting and disseminating M&E results to project staff and external stakeholders and beneficiaries, and building M&E capacity across the project.
- Serving as the primary point of contact for all project partners and USAID as it relates to reporting on performance and evaluation and responsible for the collection, quality, and management of all M&E data.
- Leading the design, development, planning, and implementation of assessments and project evaluation activities. This includes the development and dissemination of tools, materials, reports, papers, and intervention-linked research.
- Strengthening M&E systems (data collection and integrity, dissemination, evaluation frameworks, documentation and reporting, etc.), building capacity of partners and staff, and improving alignment and support to host-country M&E systems.
- Uploading data to USAID’s proprietary data warehouses (DevResults, Development Exchange Clearinghouse, and Development Data Library)
- Experience in the design and implementation of M&E systems for USAID-funded projects.
- Working closely with leadership and component leaders to co-design data collection tools (online surveys, interview guides, etc.), select indicators, and determine field monitoring responsibilities. Works to ensure tool compatibility and coordination within the M&E framework as well as consistency with USAID requirements.
- Providing technical assistance in developing and implementing systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
- Co-lead the creation of CARISCA's learning agenda, and oversee and evaluate the effectiveness of activities as they pertain to CARISCA’s short- and long-term objectives
- Co-lead quarterly Collaborate, Learn, and Adapt (CLA) meetings and After-Action-Reviews with the MERL team to assess project learnings and devise new evaluation and learning strategies.
- Creating and/or procuring inclusive training materials to support the generation and use of research and innovation for development.
- Conducting semi-annual reviews of project M&E systems and plans and implements M&E system strengthening actions.
- Facilitating the publication and dissemination of information on successful and promising approaches, lessons learned, and other project results to USAID, project partners, key stakeholders, academic communities, public policy experts, policymakers, and the general public.
- Share lessons learned with project leadership, other BRIDGE-Train awards, and USAID through multiple outlets, including but not limited to meeting facilitation, briefs, blogs, etc.
